To protect our country from what the government believes is an serious threat, the military abducts an Islamic leaders. To get back at the U. S., there are many terrorist attacks in New York that seem to be rising in number and violence. FBI Agent Anthony Hubbard (Denzel Washington) and CIA Agent Elise Kraft (Annette Bening) must team up to attempt to stop these attacks and find the group that is reposnsible. As things progress, martial law is declaired in the city of New York and American soldiers are seen on the streets. The situation is spiraling out of control as Hubbard and Kraft seem to be getting closer, but never close enough to finding and stopping the attacks.
